Evans Ballard, City of Salisbury, NC
Evans Ballard is the Budget and Benchmarking Analyst for the City of Salisbury, North Carolina. He is president of the three hundred member North Carolina Local Government Budget Association and represents Salisbury in the UNC School of Government Performance Measurement Project. Mr. Ballard is also participating in a demonstration project in North Carolina related to Citizen Informed Performance Measurement
Phyllis Betts, Center for Community Building and Neigborhood Action
Phyllis Betts is a sociologist and the Director of the Center for Community Building and Neighborhood Action (CBANA) at the University of Memphis. CBANA “links research with action” on housing, neighborhoods, and other quality of life issues. CBANA is a Brookings Institution Urban Markets Initiative partner and Memphis’ lead organization for The Urban Institute’s National Neighborhood Indicators Partnership. In collaboration with Partners in Public Education and Leadership Memphis, CBANA is working to design and implement a community-wide system for performance and other quality of life indicators for Memphis and Shelby County.
Julie Brenman, City of Durham, NC
Julie Brenman is the Assistant City Manager for Budget & Strategic Initiatives for the City of Durham, NC. Prior to Durham, Julie was the Director of Planning & Budget for the San Francisco, CA Department of Human Services. Julie has used performance measurement as a tool to improve government services, engage the community and strive to make the measures meaningful and useful for government and residents alike.
David Eichenthal, Community Research Council
David Eichenthal is the President and CEO of the Community Research Council, a nonprofit that does policy research and data analysis focused on the region around Chattanooga, TN. Prior to joining CRC, David served as the CFO and Director of the Office of Performance Review for the City of Chattanooga, where he led efforts to launch a 311 Call Center and to use 311 and other data to measure and manage government performance.
